The theme of the congress was 'Character-building on Farms'. "Year courses (and longer) do not suit the needs of agri-employers and employees, and we look forward to seeing short training courses for farmworkers," she said.

The next hurdle that needs to be overcome is the accreditation of trainers by the NTA, which until now has been problematic, she said. "This will greatly contribute to the hassle-free training of our workforce," Stoman said. She said agri-employers across the board have to deal with the least-qualified members of the labour force. "It is a fact that school dropouts tend to end up working in the agricultural sector, where they do mundane farm jobs. These semi-literate employees are helping agriculture to run more or less smoothly, and today I want to raise my proverbial hat to them for their hard work and loyalty," she said. She said as employers they have noticed very real struggles in terms of basic literacy and numeracy among the majority of the farm labour force.

"The Ministry of Education, Arts and Culture has an uphill struggle. Most school dropouts looking for work on farms have grades 4, 6 or 8, but too often they cannot write down the cattle's ear tag numbers correctly, or count a herd of animals, and too often they do not understand basic instructions," Stoman said. She said the AEA has taken the lead in ensuring the salaries of farmworkers are adjusted to be in line with the consumer price index. She said the three agricultural unions as well as the farmworkers' trade union have reached and signed an agreement on the new minimum wage for farmworkers. "The minimum wage came into effect in January this year, and is now N$5,40 per hour, plus the monthly ration allowance of N$600 in the event that no rations, livestock keeping or cropping rights are given."

She, however, said the national pension fund has not materialised, and the ball is in the Ministry of Labour, Industrial Relations and Employment Creation's court. Stoman said the farm workers project stemming from the second national land conference continues as the AEA continues to focus on housing and retirement planning for farmworkers. "Their well-being should be constantly addressed and members are reminded to ensure that farmworkers' housing is up to standard and that provision is made for retirement," she added.

Stoman said the Covid-19 pandemic continues knocking on doors, and reinfections appear to have come to stay. She said the AEA has conducted a survey among 278 participants from all regions, according to which only 125 farmworkers had contracted Covid-19, and all had recovered with no consequences. "Based on the total workforce of participants, this is an infection rate of 5% and a recovery rate of 100% among farmworkers." The agricultural sector is Namibia's biggest employer, and it is expected to grow by 3,1% this year, reaching a current value of N$17,7 billion.
